Chautauqua County is the westernmost county in New York State. It’s bordered by Lake Erie to the north and Pennsylvania to the west and south. A mandatory state surcharge of $88 (if ticketed in Jamestown or Dunkirk) or $93 (in any other part of the county) is added to each ticket. If the ticket brings the point total to 6 or more, the driver will have to pay an additional fee called a Driver Responsibility Assessment (DRA). This is separate from the fine and surcharge and is paid directly to the DMV. A DRA costs $300 for the first 6 points and an additional $75 for each point over 6. In addition, a speeding ticket conviction nearly ensures one’s insurance rates will go up, often by several hundred dollars per year.
In Chautauqua County, the number of speeding tickets issued decreased notably between 2021 and 2022. In 2021, law enforcement agencies issued a total of 12,312 speeding tickets. In 2022, the total number of speeding tickets issued dropped to 10,842. The decrease could indicate successful speed enforcement campaigns, changes in traffic patterns, and/or increased public awareness of the consequences of speeding.

Speeding significantly affects road safety, as evidenced by the 3,034 crashes related to speeding in the county in 2022. While none of these incidents resulted in fatalities, 563 resulted in personal injuries, and 2,360 led to property damage.

A substantial number of people (9,453) were convicted of the same speeding violation for which they were initially ticketed. Only four cases resulted in convictions on different speeding violations, and 4,729 resulted in convictions on non-speeding violations. Only 459 cases were dismissed or resulted in acquittals, which means there is a strong likelihood of conviction for speeding-related offenses.
With a population of 127,000 people, Chautauqua County is near the median for county populations in New York. The two largest highways in the county are I-86/NY 17/Southern Tier Expressway and the New York Thruway (I-90). The county’s low population density and the absence of any major four-year colleges means visitors and those passing through the state stand out more to police. This, plus its proximity to the Canadian border and the fact that it shares a border with another state (Pennsylvania) is a major contributor to its high level of out-of-state drivers ticketed for speeding.
